COUNCIL CONIMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMOR.ANDUM
#OS - 3
October 3, 2005
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisori'
SUBJECT: Lime Sludge Removal
SUMMARY RECOMMENDATION: Staff recommends awaxding contract to S. Rebacz
Trucking Inc. to furnish lime sludge removal. This contract is based on removing 14,000 tons of
lime sludge.
BACKGROUND: The lime sludge is a byproduct of the lime softening used in the City's water
treatment process.
The City of Decatur currently has a contract for lime sludge removal with Cornbelt FS. The
current vendor is at full capacity for removal.
The City does not want to be in violation of the National Pollutant Discharge Elimination System
(NPDES) regulation. This is an EPA regulation that deals with the environmental impact of
preventing lime sludge into receiving streams of water. ,
This is a new contract in addition to the one with Cornbelt. S. Rebacz Trucking has provided
the City of Decatur with the necessary bonding for this project.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Water Management requested the removal and wrote the
bid specifications.
