COUNCIL COMMUNICATION FORM <br /> Engineering & Infrastructure Memorandum <br /> NO. 2004 - 59 <br /> August 30, 2005 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garman, City Manager 'M�� ��, <br /> Stephen Swanson, P.E.,Director of Engineering & Infrastructure�^if�; / <br /> SUBJECT: Downtown Bird Control <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution authorizing <br /> the Mayor to execute an agreement between the City and Soules Bird Repelent Company for the <br /> control of birds in downtown Decatur. <br /> BACKGROUND: <br /> The City's current 3-year agreement with the Soules Bird Repelent Company which was <br /> approved by the City Council on September 30, 2002, expires on September 30, 2005. This <br /> agreement is for the control of birds in the City's downtown area. The downtown area is <br /> described in the agreement as being the area bounded by Cerro Gordo on the north, Church <br /> Street on the west, Wood Street on the south and Franklin Street on the east. The purpose of <br /> controlling the birds is to minimize the health related problems, cleanup costs and nuisances <br /> associated with high numbers of birds flocking or roosting in the area <br /> City Staff has met with Mr. James Soules to discuss a new agreement for these services. A new <br /> 3-year agreement (copy attached) has been agreed to between staff and Mr. Soules. The new <br /> agreement will begin October 1, 2005 and extend through September 30, 2008. The boundaries <br /> of the downtown area remain as per the previous agreement. <br /> Payment is made annually for the year beginning on October 1 and ending on September 30 of <br /> the following year. The fee for the first and second years of the new agreement is for $14,000 <br /> per year and the third year of the agreement is for $15,000. The current agreement that is about <br /> to expire was for$13,000 for each of the first two years and$14,000 for the third year. <br /> This agreement is administered by the City's Department of Engineering& Infrastructure. <br />
