E., Director of Engineering & Infrastructure
Matthew C. Newell, P. E., City Engineer G
Douglas R Nood'en, P. E.,Assistant City Engineer`►J
SUBJECT: Agreement with Blank,Wesselink, Cook& Associates,Inc.
Garfield Avenue Bridge Rehabilitation, City Project 04-27
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution authorizing an
agreement with Blank, Wesselink, Cook & Associates, Inc., (BWC) to provide professional
engineering services for Garfield Avenue Bridge Rehabilitation. The proposed agreement is for a
fee not to exceed $35,200.00.
BACKGROUND:
Structural inspections for the Garfield Avenue Bridge, as reported in November 2004, indicated
that the pier caps for piers three and six had significant deterioration caused by leaking expan-
sion joints on the concrete deck above.
BWC will provide inspection, final design of engineering plans, specifications, and bid docu-
ments for the replacement of the concrete diaphragms, elastomeric bearings, pier caps, repair of
the columns of piers three and six, repair spalled areas at abutments, and clean and paint select
areas along the steel girders.
Staff recommends that the City enter into an agreement with BWC to perform final engineering
for the Garfield Avenue Bridge Rehabilitation.
POTENTIAL OBJECTIONS: There are no known objections to this request.
INPUT FROM OTHER SOURCES: Blank, Wesselink, Cook&Associates, Inc.
