Exhibit A <br /> SCOPE OF WORK <br /> (Describe the scope of wark by breaking down the project into major work elements or phases. <br /> Further divide the major work elements or phases into tasks, identify proposed staff positions to <br /> accomplish the tasks, and show direct salary cost. Estimate the staff hours to accomplish the <br /> task, and calculate the direct cost. A sum of staff hours by position and direct salary cost should <br /> be made for each of the major work elements or phases. The total estimated labor cost is the sum <br /> of all the elements or phases multiplied by the approved project multiplier. The total estimated <br /> engineering cost is the total labor cost plus estimated reimbursable expenses. Alternately, <br /> replace this Exhibit with a spread sheet defining scope of work. Number pages "A-1", "A-2" and so on. i <br /> Project Description: <br /> Provide professional services related to developing an Emergency Action Plan for the Lake Decatur Dam. <br /> Services: <br /> 1. GIS pre-processing: <br /> a. Obtain and process latest LiDAR or DEM topographic data. <br /> b. Develop project terrain for H&H modeling. <br /> 2. Hydrology: <br /> a. Refine the existing(Hanson)HEC-HMS model of the Sangamon River Basin for specific Lake <br /> Decatur Dam Inflow/Outflow data. <br /> b. HMR-52 analysis for the design storm PMP Event at one location centered over watershed. <br /> c. Validation of model results. <br /> d. Comparisons to FEMA flows and other published data. <br /> e. QA/QC Hydrology and prepare a Hydrology Technical Summary Memo. <br /> 3. Hydraulics: <br /> a. Data Acquisition: Bridge Plans(6x)and latest FEMA Hydraulics model. <br /> b. 6eorectify FEMA regulatory hydraulics model(as necessary)to match terrain. <br /> c. Enhance 1D HEC-RAS Model,stabilize for unsteady flow analysis,define crossings as <br /> embankments/abutments per bridge plans. <br /> d. Develop boundary conditions(Macon/Christian) and breach parameters <br /> e. Validation of model results and comparisons to FEMA data. <br /> f. QA/QC Hydraulics and prepare a Hydraulics Technical Summary Memo. <br /> 4. GIS post-processing: <br /> a. Develop inundation mapping with breach wave timing and depth. <br /> b. Structure Identification. <br /> c. QA/QC inundation mapping. <br /> 5. Emergency Action Plan (EAP): <br /> a. Data collection, information gathering, phone interviews. <br /> b. EAP development with adherence to IDNR-OWR requirements. <br /> c. Coordinate with IDNR and with emergency service agencies. <br /> d. Orientation meeting(preparation, attendance, implementation). <br /> e. Finalize EAP,QA/QC and submit to IDNR-OWR for acceptance. <br /> f. Develop PDF and paper copies,distribute stakeholder copies(up to 20 copies in 3-ring binders). <br /> A-1 <br />
