DEPARTMENT OF WATER MANAGEMENT !,
Memorandum No. 2005-19 '',
August 11, 2005
TO: Honorable Mayor Osborne and City Council 'i
FROM: Steve Gannan, City Manager ',
John A. Smith, Assistant City Manager far Public Services !,
Keith D. Alexander, Director of Water Management f
SUBJECT: Village of Harristown Water Agreement
SUMMARY RECOMMENDATION: i
Council adopt the attached Resolution authorizing a new five year Water Agreement with the
Village of Harristown.
BACKGROUND:
It is common practice in the water utility industry to have mutually beneficial agreements
between adjacent utilities to supply water during emergencies or other unique situations. This
agreement is virtually identical to the previous five year agreement with these minor additions,
which are included to make the agreement easier to administer:
• The maximum daily water flow from Decatur to Harristown has been increased from
120,000 gallons to 150,000.
• The number of days of Decatur water use by Harristown without Decatur City Manager
written consent has been changed from "more than 7 consecutive days, or for the second,
or subsequent, of any 2 or more continuous periods of time of any length within a 6
month period"to "more than 182 consecutive days per calendar year".
The additions will have no impact on our ability to provide water to our customers. The
agreement was approved by the Village of Harristown on July 25th. The City also has a similar
agreement with the Long Creek Township Water Department.
POTENTIAL OBJECTION:
None.
INPUT FROM OTHER SOURCES:
Village of Harristown, City Staff.
STAFF REFERENCE:
Keith D.
