COUNCIL COMMUNICATION FORM <br /> Engineering & Infrastructure Memorandum <br /> NO. 2005-39 <br /> June 21, 2005 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garman, City Manager �rY��c.�n <br /> Stephen Swanson, P.E.,Director of Engineering & Infrastructu <br /> SUBJECT: Agreement for Municipal Maintenance of State Highways <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution authorizing <br /> the Mayor to execute an intergovernmental agreement between the City and the Illinois <br /> Department of Transportation for the municipal maintenance of State highways within the City's <br /> boundaries. <br /> BACKGROUND: <br /> The Illinois Department of Transportation (IDOT) enters into agreements with local <br /> municipalities to reimburse them for performing maintenance and operational functions on State <br /> highways within their boundaries. Typical functions include routine surface and pothole repairs, <br /> temporary full-depth patching, expansion bump removal on bituminous surfaces, crack and joint <br /> sealing, cleaning and litter pickup, snow and ice control and other routine operational services. <br /> IDOT enters into these agreements when it is considered to be beneficial to the State. The <br /> agreements are intended to eliminate discontinuity, fragmentation, inefficiency and dual <br />' responsibilities between IDOT and the local municipalities. <br /> The City entered into a maintenance agreement with IDOT in 1995 for a 10-year period. The <br /> current agreement ends June 30, 2005 and IDOT has sent the City a new maintenance agreement. <br /> A copy of the new agreement is attached for your information. The new agreement is for 10 <br /> years beginning July l, 2005 and ending June 30, 2015. <br /> Under the new agreement the City's first year reimbursement amount is $96,667.88 which <br /> increases annually on July 1. The increase is determined using the construction cost index factor <br /> published in the Engineering News Record magazine that is commonly used in such agreements. <br /> A breakdown of the individual State highways in the City and the corresponding reimbursement <br /> amounts are summarized in Part 6 of the agreement. <br />
