L '
FINANCIAL MANAGEMENT DEPARTMENT
#2005 - 25
June 15, 2005
MEMO TO: Honorable Mayor and City Council Members
FROM: Steve Garman, City Manager
Ron E. Neufeld, Director of Financial Management
SUBJECT: Illinois Funds E-Pay "
Summary Recommendation
It is recommended that the City Council adopt the proposed resolution authorizing the
Director of Financial Management to enter into an agreement with the Illinois State
Treasurer to participate in the Illinois Funds E-Pay program.
Background
At present the City of Decatur only accepts payments by check, cash, money order and
cashier's check. The City of Decatur has received numerous requests from the citizens to
be able to use credit cazds and make payments via the Internet. In order to provide
improved customer service to the citizens and possibly improve the collection on
delinquent accounts and other payments to the City, the Department of Financial
Management wishes to enter into an agreement with the Illinois State Treasurer to
participate in the Illinois Funds E-Pay program.
The Illinois Funds E-Pay program will allow the customer to go on-line to pay utility
bills, licenses, permits, parking tickets and other payrnents to the City of Decatur. These
, funds will be deposited into an Illinois Funds E-Pay money market clearing account, until
we withdraw them.
Potential Objections
There are no known or expected objections.
