, <br /> FIRST TRANSIT shall be responsible for overseeing and managing all facets of the Transit <br /> System's operations, including the fixed route service, ADA van service, the subsidized <br /> ADA taxicab program, the maintenance of buildings, facilities and vehicles, etc. The <br /> management to be furnished includes, but shall not be limited to, assisting the CITY in <br /> carrying out the functions of transit planning,marketing,real estate management,equipment <br /> and building utilization and maintenance, security, routes, scheduling, fares, service <br /> standards, purchasing, accounting, budgeting, safety, insurance and claims, employee <br /> selection and training per CITY guidelines, labor negotiations,public relations, equipment <br /> selection,grant applications,and all other normal managerial functions reasonably required <br /> in the day-to-day operation of the Transit System. <br /> The management firm shall manage,operate and direct the transit system,with the oversight <br /> and approval of the CITY, including but not limited to the following functions and duties: <br /> A. EMPLOYEES: <br /> 1. employment(and dismissal) of employees necessary to carry out all functions of <br /> the transit system <br /> 2. scheduling, direction and supervision of employees <br /> 3. programming and provision of employee training, as needed <br /> 4. programming and provision of employee safety programs and campaigns, <br /> including the use of safety equipment and procedures <br /> B. EMPLOYEE RELATIONS: <br /> 1. direction and supervision of labor relations <br /> 2. direction and supervision of hearings on grievances <br /> 3. development and negotiation of labor contracts <br /> C. SYSTEM PROCEDURES: <br /> 1. establishment and direction of proper procedures to be utilized in all areas for the <br /> proper performance of duties <br /> 2. development of reporting procedures and forms to facilitate record keeping <br /> 3. direction and supervision of all accounting, bookkeeping, auditing, purchasing and <br /> other policy ar procedures as set forth by the City <br /> 4. providing payroll, accounting, bookkeeping, auditing and purchasing functions for <br /> the transit system employees <br /> 5. securing all insurance coverage necessary, and handling all matters with insurance <br /> carriers <br /> 6. providing accident investigation and resolution <br /> D. PUBLIC RELATIONS: <br /> 1. sales of tickets,passes, etc. directly to the public <br /> 2. investigation and handling of all complaints <br /> 2 <br />�___ <br />
