3. preparation and direction of advertising campaigns, sales promotions and public <br /> relations projects <br /> E. TRANSIT SYSTEM OPERATIONS: <br /> 1. development and recommendation of changes in fares, bus routes, schedules, <br /> headways,transfer methods and o#her related transit issues <br /> 2. preparation and implementation of surveys to determine the need for changes in <br /> transit system operations I <br /> F. EQUIPMENT AND PROPERTY MAINTENANCE: II <br /> 1. inspection of vehicles and equipment, and studying vehicle operation and <br /> maintenance service to determine the safety and adequacy of existing vehicles and <br /> equipment <br /> 2. recommendation of vehicle and major equipment purchases for transportation and <br /> maintenance operations <br /> 3. direction and supervision of purchases of minor equipment,tools, supplies, etc. <br /> and purchases of parts, fuel, oil and lu:�ricants <br /> 4. direction and supervision of purchases of repair services, as needed <br /> 5. studying vehicle operation and maintenance service to determine the adequacy of <br /> existing maintenance procedures, and correction of procedures where necessary <br /> 6. direction and supervision of building maintenance operations <br /> 7. recommendation of building/structure corrections or additions as needed <br /> G. SUBCONTRACTOR SUPERVISION: <br /> 1. establishment and direction of proper procedures to be utilized in all areas for the <br /> proper performance of duties, and compliance with all applicable state and federal <br /> laws and regulations <br /> 2. inspection and oversight of all subcontractors providing service for the Transit <br /> System to ensure: <br /> a) qualit��of service provided <br /> b) accuracy of information reported to DPTS, including billing requests <br /> c) compliance with all state and federal requirements, such as drug and alcohol <br /> testing programs, vehicle inspections, and driver training. <br /> At the request of the CITY, under separate contract and for an additional fee, FIRST <br /> TRANSIT shall supply "Special Project" assistance. "Special Projects" would include on- <br /> site bus construction inspecting,services to monitor bus driver performance,comprehensive <br /> transit system operational analysis and planning,or any other special programs requested of <br /> FIRST TRANSIT during the term of this Agreement. Special Projects are not within the <br /> scope of the day-to-day management services provided for herein. For each Special Proj ect, <br /> the parties shall mutually agree upon the cost,the work task plan,special project budget,and <br /> the special project tracking/reporting plan. <br /> 3 <br />
