Berard, Civil Engineer II � <br /> SUBJECT: Update of Water System Master Plan by Strand Associates,Inc. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing <br /> an agreement with Strand Associates, Inc. to provide engineering services for the update of <br /> the Water System Master Plan. The proposed agreement is for a fee not to exceed <br /> $28,200.00. <br /> BACKGROUND: <br /> City staff is proceeding with the design to construct in 2006 and 2007 a new elevated water <br /> tank in the south side of the City and a new water distribution main between the South <br /> Water Treatment Plant and the two existing water tanks. <br /> A Water System Master Plan was completed by Strand Associates, Inc. for the City in May, <br /> 2002. That report made recommendations for system improvements based on the system <br /> configuration and estimates of demand developed prior to ADM taking possession of the <br /> North Water Treatment Plant and the removal of significant water demand from the City <br /> water system. The 2002 report examined areas within the then existing water service area <br /> plus anticipated expansion into the northeast, north and west of the City. Almost no <br /> population growth was then anticipated nor any system expansion was expected south of <br /> Lake Decatur. The southern edge of the service area was Grove Road, with only a second <br /> feed main to Mt. Zion anticipated south of Grove Road. <br /> The impending construction projects referred to above, experience with reduced ADM <br /> demands, and recent development projects that are expected to stimulate residential growth <br /> south of Lake Decatur, make it an appropriate time to update the Water System Master Plan. <br /> The results of the proposed update of the Water System Master Plan will provide valuable <br /> information to finalize the design details for the said impending construction projects. <br />
