. . , <br /> DECATUR POLICE DEPARTMENT - <br /> MEMORANDUM#OS-28 <br /> Date: June l,2005 <br /> To: Mayor Paul Osborne and City Council <br /> From: Steve Garman, City Manager ^� <br /> Ma,rk Barthelemy, Chief of Police �� <br /> Reference: 2005 Justice Administration Grant(JAG) <br /> Purpose: The purpose of this memorandum is to inform the Mayor and City Council of the application <br /> for the 2005 Justice Administration Grant(JAG)offered through the Bureau of Justice Assistance(BJA). <br /> This is the first year for the JAG Grants. The JAG has replaced the Loca1 Law Enforcement Block Grant <br /> (LLEBG)that has been in place and utilized by the police department since 1997. <br /> Background: This is a new federal grant for municipal police departmerrts and replaces the Local Law <br /> Enforcement Block Grant. This federal grant is administered by the Departmeirt of Justice,Bureau of <br /> Justice Assistance and passes through the Illinois Criminal Justice Information Authority. The level of <br /> funding for this grant is 587,248. However,The Cowrty of Macon has applied as a"Disparate <br /> Jurisdiction"to the State of Illinois, Office of the Attorney General, and was granted Disparate staius. An <br /> agreement between Sheriff Jerry Dawson and Police Chief Mark Barthelemy was reached and Macon <br /> County is receiving$21,812 or 25%of the JAG funds,redirected from City of Decatur funding. Macon <br /> County will apply and manage its own grant funds. The remaining funds,$65,436 aze designated for use <br /> by the Deca#ur Police Depardnent. This grant does not require a cash match. Funding will be used to <br /> achieve two goals set forth in the grant application; 1)concentration of enforcement resources on criminal <br /> offenders that commit a disproportionate amount of crime in the city;and 2)the purchase of additional <br /> defensive weapons for police patrol officers. <br /> This grant will be used to fund overtime hire back patrols for reduction of criminal activity,DUI , <br /> enforcement and other patrols deemed to be necessary by the chief of police. Additionally,we will use � <br /> grant funding to provide overtime hire back for street gang suppressioq street level narcotics enforcement <br /> and enforcement of the illegal sound amplification ordinance. Some overtime hire back funding can be ' <br /> used for selective tra.ffic enforcement program to ensure compliance with the traffic laws in ta.rgeted areas <br /> of high accide�xt frequency and speed violation. The grant will also provide funding for the additiona.l <br /> purchase of X-26 Tasers,less lethal defensive weapons.
