Berard, Civil Engineer II Ci%� <br /> SUBJECT: Lake Decatur Dam Repairs, City Project 04-20 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Lake Decatur Dam Repairs, City Project 04-20, to J. F. Brennan Co., Inc., as the lowest, <br /> responsible bidder in the amount of$167,675.00, and that the Mayor be authorized to execute the <br /> contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The City owns and operates the Lake Decatur Dam located on the Sangamon River. The dam was <br /> constructed in 1922 to ensure a reliable source of water for the City's water treatment plants. In <br /> December, 2003, J. F. Brennan Co., Inc., performed an underwater inspection of the upstream <br /> surfaces of the concrete spillway. The inspection report identified a number of deteriorated areas <br /> mainly caused by freeze thaw action. While the current condition of the dam does not pose an <br /> immediate threat to its structural integrity, it would lead to more extensive repairs if not <br /> rehabilitated at this time. <br /> In September, 2004, the City Council awarded an Engineering Services Agreement to Hanson <br /> Professional Services for the preparation of design drawings and specifications for the Lake Decatur <br /> Dam Repair Project. <br /> The project plans and specifications were prepared by Hanson Professional Services. The project <br /> was advertised April 13, 2005, and bids were opened on May 3, 2005.
