Nooden,Assistant City Engineer� <br /> SUBJECT: Grand Avenue Sanitary Sewer Repair, City Project 05-07 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Grand Avenue Sanitary Sewer Repair, City Project OS-07, to Entler Excavating <br /> Company, Inc., as the lowest, responsible bidder in the amount of $32,470.00, and that the <br /> Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The purpose of this project is to replace approximately 50 feet of damaged sanitary sewer in <br /> Grand Avenue,just east of Illinois Route 48. During the spring of this year, it was noted that <br /> significant pavement failure was occurring along Grand Avenue over this section of sanitary <br /> sewer. A televised inspection of the sewer indicated that the pipe was in a severely damaged <br /> state. It was determined that the best repair approach was to remove and replace <br /> approximately 50 feet of pipe. An accelerated bidding process was initiated to allow <br /> construction to begin and be concluded as rapidly as possible. <br /> The project plans and specifications were prepared by Engineering Division staff. The bid <br /> was structured with alternate backfill types, rock (Alternate A) and flowable fill (Alternate B). <br /> Staff recommends accepting Alternate A and use flowable fill as the primary back fill <br /> material. Flowable fill is essentially low strength concrete that can be excavated with <br /> conventional equipment. The benefits of flowable fill include no settlement and a complete <br /> filling of any voids under the pavement. A downside to the material is that it is more <br /> expensive and can be harder to work with during the trenching / backfilling process. The <br /> project was advertised May 2, 2005, and bids were opened on May 9, 2005. The results for <br /> the letting are as follows: <br />
