Nooden,Assistant City Engineer� SUBJECT: Grand Avenue Sanitary Sewer Repair, City Project 05-07 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution awarding the contract for Grand Avenue Sanitary Sewer Repair, City Project OS-07, to Entler Excavating Company, Inc., as the lowest, responsible bidder in the amount of $32,470.00, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. BACKGROUND: The purpose of this project is to replace approximately 50 feet of damaged sanitary sewer in Grand Avenue,just east of Illinois Route 48. During the spring of this year, it was noted that significant pavement failure was occurring along Grand Avenue over this section of sanitary sewer. A televised inspection of the sewer indicated that the pipe was in a severely damaged state. It was determined that the best repair approach was to remove and replace approximately 50 feet of pipe. An accelerated bidding process was initiated to allow construction to begin and be concluded as rapidly as possible. The project plans and specifications were prepared by Engineering Division staff. The bid was structured with alternate backfill types, rock (Alternate A) and flowable fill (Alternate B). Staff recommends accepting Alternate A and use flowable fill as the primary back fill material. Flowable fill is essentially low strength concrete that can be excavated with conventional equipment. The benefits of flowable fill include no settlement and a complete filling of any voids under the pavement. A downside to the material is that it is more expensive and can be harder to work with during the trenching / backfilling process. The project was advertised May 2, 2005, and bids were opened on May 9, 2005. The results for the letting are as follows:
