DECATUR POLICE DEPARTMENT ' <br /> MEMORANDUM#OS-10 <br /> March 3, 2005 <br /> TO: Mayor Paul Osborne and City Council <br /> Steve Garman, City Manager <br /> FROM: Mark Barthelemy, Chief of Police � <br /> � <br /> SUBJECT: Irrteragency Agreement Between Dewitt Courny and the City of Decatur Police <br /> Departrnent <br /> SiJMMARY RECOMIlViENDATION: Staff requests the Council approve the atta,ched 'urteragency <br /> agreement for excha.nge of police services between Dewitt County and the City of Decatur Police <br /> Department. <br /> BACKGROUND: It is not uncommon for smaller communities to enter iuto urteragency agreements <br /> with larger,nearby police agencies for the exchange of both emergency and routine police services. This <br /> is particularly prevaleixt in the many suburban villages and cities in Cook Counl.y immediately outside the <br /> city of Chicago. <br /> Although Illinois state statutes provide allowance for"hot pursuit",emergencies and follow-up arrest <br /> situations which extend an officer's authority beyond his or her own jurisdiction,other statutes <br /> s�cifically ma.ke reference to the necessity of urteragency agreeme�ts for e�ccha.nge of routine assistance <br /> and response to ca11s for service in times of reduced manpower. The City of Decatur currernly has such <br /> agreements with the City of Champaign,the Macon Coux�ty Sheriff's Office,the Mt.Zion Police <br /> Departmerrt,and the ILEAS. <br /> The events of September 11, 2001,have changed the manner in which most of this nation's emergency <br /> services have viewed 'urteragency cooperation. In order to prepare for unauticipated disasters, shortages <br /> in manpower,and free exchange of information and resources,cooperation between jurisdictions is <br /> essential. It is interagency agreements such as this one that provide a foundation for that to occur. <br /> THE AGREEMENT: This proposed'urteragency agreement with Dewitt County provides for an <br /> exchange of police services upon request by either the City of Decatur or Dewitt County,provided the <br /> requested agency has sufficient manpower and resources on hand to respond to the request. This <br /> agreement does not allow for routine patrol of each other's jurisdictions,but rather allows only <br /> response from the outside agency in situations that call for additional manpower. <br /> When Dewitt,Piatt and Macon Couuties were all in competition for Illinois Terrorism Task Force <br /> funding for various equipment needs, Dewitt County graciously dropped their request for funding and <br /> deferred those funds to the Decatur Police Departinent because we were a larger agency with a lazger <br /> jurisdiction to serve. That funding has allowed us to rise to a state of readiness for any future disasters, <br /> manmade or otherwise.
