R2005-33 ' <br /> RESOLUTION REGARDING SUPPORT TO CaNTINUE FUNDING <br /> OF COMMUNITY DEVEL,OPMENT BLOCK GRANT <br /> UNDER THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br /> WHEREAS, the Community Development Block Grant program supports <br /> homeownership opportunities and provides access to safe, decent, and affordable housing and <br /> rental housing; and <br /> WHEREAS, the Community Development Block Grant program provides for the increase <br /> in housing opportunities for the elderly and persons with disabilities; and <br /> WHEREAS, the Community Development Block Grant program provides opportunities <br /> to strengthen communities through capital and resources to improve economic conditions in <br /> communities, end chronic homelessness, move homeless families and individuals to permanent <br /> housing,mitigate housing conditions that threaten health; and <br /> WHEREAS, the Community Development Block Grant program allows the state and <br /> local grantees to have discretion about the use of funds for homeownership, rental housing, or <br /> other community and economic development activities; and <br /> WHEREAS, the planning process for the use of federal funds requires annual citizen <br /> participation in the assessment of the community needs and review of use of funds, thus <br /> demonstrating accountability to community residents, taxpayers and the federal government; and <br /> WHEREAS, the City of Decatur has undertaken major urban redevelopment initiatives <br /> through the CDBG program including, but not limited to, the $115 million Wabash Crossing <br /> neighborhood redevelopment project, urban core revitalization, housing assistance to low-income, <br /> elderly and disabled families; and <br /> WHEREAS, the CDBG program provides the necessary public investment to leverage and <br /> attract private development of facilities that support Decatur's neediest populations and further <br /> the City's urban core revitalization; and <br /> WHEREAS, the City of Decatur is unable to provide services that remove barriers to safe <br /> and healthy neighborhoods, lives and communities without the continued support of the CDBG <br /> program. <br />
