Br g , Assistant City Manager of Economic and Urban Developme �,� .- <br /> Vickie Buckingham, Assistant Director of Economic and Urban Developme \`�-^'" <br /> SUBJECT: Proposed Federal Program Cuts for FY06-Community Development Block Grant <br /> RECONIlVIENDATION: Staff recommends approval of the attached resolution in support of <br /> continued federal funding of the Community Development Block Grant(CDBG) program under <br /> the Department of Housing and Urban Development(HUD). The federal budget for Fiscal Year <br /> 2006 proposes to end funding of the Community Development Block Grant program. <br /> BACKGROIJND: In 1974, the Housing and Community Development Act of 1974 created <br /> Community Development Block Grants for state and local governme�ts "to promote the <br /> development of viable urban communities". HUD's mission is to increase homeownership, <br /> support community development and increase access to affordable housing free from <br /> discrimination. <br /> Through the years, CDBG dollars have been used in this community to provide direct assistance <br /> to residents for housing programs, social service programs, public facilities, public <br /> improvements, and community development. <br /> Currently, the CDBG and HOME funds provide approximately 2 million dollars annually for this <br /> community. The programs proposed in the five year Consolidated Plan 2005-2009 will address <br /> quality of life through demolition of vacant and abandoned buildings, funding building-code <br /> enforcement, stabilizing neighborhoods, preservation of historic buildings, improving <br /> neighborhoods through streetscape projects, and development of education/job training <br /> partnerships and programs. Loss of funding will strongly affect our preservation of housing <br /> stock, quality of life, community development, and economic development. <br /> Communities have been encouraged to contact their Congressional delegation and support of <br /> continued funding to communities. If approved, city staff will forward the Council's resolution <br /> to our federal representatives for consideration in the 2006 budget. <br /> POTENTIAL OBJECTIONS: N/A <br /> INPUT FROM OTHER SOURCES: Federal guidelines for the use of entitlement funds. <br />
