Economic&Urban Develo ment De artment Memorandum
P P
#OS-53 '
March 16, 2005
TO: Honorable Mayor Osborne and City Council
FROM: Steve City Manager
Dane C. Br g , Assistant City Manager of Economic and Urban Developme , .-
Vickie Buckingham, Assistant Director of Economic and Urban Developme \`-^'"
SUBJECT: Proposed Federal Program Cuts for FY06-Community Development Block Grant
RECONIlVIENDATION: Staff recommends approval of the attached resolution in support of
continued federal funding of the Community Development Block Grant(CDBG) program under
the Department of Housing and Urban Development(HUD). The federal budget for Fiscal Year
2006 proposes to end funding of the Community Development Block Grant program.
BACKGROIJND: In 1974, the Housing and Community Development Act of 1974 created
Community Development Block Grants for state and local governmets "to promote the
development of viable urban communities". HUD's mission is to increase homeownership,
support community development and increase access to affordable housing free from
discrimination.
Through the years, CDBG dollars have been used in this community to provide direct assistance
to residents for housing programs, social service programs, public facilities, public
improvements, and community development.
Currently, the CDBG and HOME funds provide approximately 2 million dollars annually for this
community. The programs proposed in the five year Consolidated Plan 2005-2009 will address
quality of life through demolition of vacant and abandoned buildings, funding building-code
enforcement, stabilizing neighborhoods, preservation of historic buildings, improving
neighborhoods through streetscape projects, and development of education/job training
partnerships and programs. Loss of funding will strongly affect our preservation of housing
stock, quality of life, community development, and economic development.
Communities have been encouraged to contact their Congressional delegation and support of
continued funding to communities. If approved, city staff will forward the Council's resolution
to our federal representatives for consideration in the 2006 budget.
POTENTIAL OBJECTIONS: N/A
INPUT FROM OTHER SOURCES: Federal guidelines for the use of entitlement funds.
