This ro�ect consists of the rehabilitation of a 4-bedroom sin le-famil house to be <br /> P J g Y <br /> used as a supportive living environment for up to eight formerly homeless men who have <br /> completed a transitional substance abuse or re-entry program. The funds were allocated for <br /> supportive housing in an amendment to the FY2004 Action Plan approved by City Council on <br /> December 6, 2004. <br /> BACKGROUND: <br /> DCRM, a local faith-based nonprofit organization, is developing a project known as HIS House <br /> at 901 S. Franklin Street. This vacant, 4-bedroom home owned by DCRM will be rehabilitated <br /> and used as a supportive living environment for up to eight formerly homeless men. HIS House <br /> will provide a Residential Sober Re-entry Environment (R.S.R.E.) for men coming out of <br /> substance abuse programs, prison parole, or who have "graduated" from a 90-day program at <br /> Water Street Men's Shelter and desire a sober, structured re-entry into society. HOME funds <br /> will be used primarily toward the cost of materials; most of the labor will be donated by <br /> volunteers of Maranatha Church or other churches. Operating expenses will be provided by <br /> DCRM, which receives funding from Water Street Thrift Store, Hope's Attic Thrift Store, and <br /> private contributions. Supportive services and case management will be provided through <br /> DCRM in coordination with Heritage Behavioral Health Center and other service providers. <br /> Residents of HIS House will receive job training and financial counseling, and will be provided <br /> employment opportunities in DCRM's landscaping and hauling services. <br /> This project is consistent with the City of Decatur's Consolidated Plan and specifically addresses <br /> the need outlined in priority area 2C of the Consolidated Plan to provide permanent supportive <br /> housing. The project is consistent with the goals of, and eligibility guidelines for, the U.S. <br /> Department of Housing and Urban Development HOME program, to provide decent affordable <br />
