Alexander, Director of Water Management �d�,_ <br /> r`�'C <br /> SUBJECT: Water System Improvements Phase I - City Project W03-28 <br /> Construction Bid Award <br /> BACKGROUND: <br /> As presented to Council last April, this project is Phase I of a combination of Water System <br /> Security Improvements, South Water Treatment Plant SCADA Improvements and a Water <br /> Distribution System Monitoring Network. The project plans and specifications were prepared by <br /> Strand Associates (our engineering consultant for thzs project) and advertised on November 23, <br /> 2004. Bids were opened on January 7, 2005, with the following results: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over (-Under) <br /> Engineer's Estimate $1,347,000 ----- <br /> Mid-States General $1,153,000 (-14.4%) <br /> Christy-Foltz $1,193,893 (-11.4%) <br /> Siciliano $1,256,000 (-6.8%) <br /> Per the bid documents, Mid-States General and Christy-Foltz submitted qualification and <br /> financial statements for Strand Associates and City staff to review. Both firms submitted <br /> acceptable statements. Although Mid-States is the low bidder, they do not have a good <br /> performance record with the City. In 1994 Mid-States was awarded the construction bid for the <br /> City's Mass Transit Facility. Mid-States and the City were subsequently involved in costly and <br /> extensive litigation against each other as a result of disagreements over work done incorrectly, or <br /> not at all, and allegations that Mid-States had not been paid for change orders. Therefore, City <br /> staff recommends that Council award this construction bid to Christy-Foltz, not Mid-States <br /> General. Christy-Foltz's bid is 3% higher than Mid-States and is 11.4% below the Engineer's <br /> Estimate provided by Strand Associates. <br />
