Berard, Civil Engineer II`� <br /> SUBJECT: Agreement with Bainbridge, Gee, Milanski & Associates, Inc. <br /> South Elevated Water Storage Tank, City Project 97-35 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that Council adopt the attached Resolution authorizing an <br /> amendment to an existing Agreement with Bainbridge, Gee, Milanski & Associates, Inc., <br /> (BGM) for the design of a water storage tank on the south side of the City. <br /> BACKGROUND: <br /> In April 2001, the City entered into an Agreement with BGM for engineering services for the <br /> design of the south elevated water tank. After several unsuccessful attempts to purchase a <br /> suitable site for the water tank, a 3 acre site has been found on South Franklin Street Road, <br /> north of Mt. Gilead Road. Before proceeding with the completion of the engineering design, an <br /> amendment to the original Agreement with BGM is required due to two factors. <br /> Firstly, the original Agreement was for a project that was to be funded entirely by the City's <br /> Water Operating Fund and the project is now proposed to be funded by the State Revolving <br /> Loan Program administered by the Illinois Environmental Protection Agency (IEPA). As a <br /> result, the Contract and the construction documents must be prepared following the required <br /> guidelines of the IEPA Loan Program. The Amendment to the Agreement with BGM is <br /> required to include these provisions within the scope of the work. <br /> Secondly, a fee adjustment is recommended due to a change in the scope of work and the <br /> original Agreement which was based on BGM's 2001 fee schedule. The change in the scope of <br /> work has been the result of the greater effort than originally anticipated for the selection and <br /> evaluation of various sites for the water tank. The original fee was in the amount of <br /> $65,000.00. A fee increase in the amount of $13,900.00 is proposed and is deemed to be <br /> reasonable and is recommended by Staff. <br />
