. .
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2005 - OS
January 18, 2005
TO: Honorable Mayor Osborne and City Council
 FROM: Steve Garman, City Manager
Stephen Swanson, P.E., Director of Engineering & Infrastructu
SUBJECT: South Elevated Water Tank
This memorandum is to inform the City Council that City staff has been able to locate a
site for the South Elevated Water Tank. The site search proved to be more difficult than
anticipated. Several possible sites were located and property owners were contacted to
ask if they were interested in selling a 3 acre parcel of ground to the City for an elevated
water tank site. After several unsuccessful inquiries a 3 acre site was found last
October.
The site is located on the west side of Franklin Street approximately a quarter mile north
of Mt. Gilead Road (refer to the attached drawing) and is owned by Greanias Farms. A
6 month option to purchase the property was made last November by City staff to lock
' ' urchase the ro ert was made
in the purchase price for the site. The City s option to p p p y
t ta
subject to 3 conditions required by City staff. In addition, it was explained ha
' purchase would be subject to City Council approval. The 3 conditions were:
1. Having preliminary soil borings made to detemine thatthe site is suitable for an
elevated water tank structure.
2. Obtaining clearance from the Federal Aviation Administration (FAA) that the tank will
not interfere with a signal transmitter for the Decatur Airport that is located near this
site.
3. Confirming that a tank in this location operates efficiently within the City's water
system.
All three of the above conditions have been satisfactorily addressed. City staff will, in
February, be recommending to the City Council that it approve the purchase of the site.
Bainbridge, Gee, Milanski & Associates, has been directed by City staff to prepare the
required documentation for the purchase of the 3 acre site.
attach: 1
cc: John Smith, Assistant City Manager of Public Services
Dane Bragg, Asst. City Manager for Economic & Urban Development
Keith Alexander, Director of Water Management
Matt Newell, City Engineer
Norm Lienemann
