ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. OS-18
February 2, 2005
TO: Mayor Paul Osbome and City Council Members
FROM: Steve G , City Manager
Dane C. Br Assistant City Manager

SUBJECT: Downtown Streetscape Plan
SUMMARY RECOMMENDATION: Staff recommends approval of the attached
agreement with Massie Massie Associates to provide streetscape planning services for
Downtown Decatur. The proposed agreement will provide for schematic design of
streetscape areas in downtown, including paving, lighting, landscaping, street furniture
and other facilities. The contract amount will not exceed$9,100.
BACKGROUND: The City of Decahu has entered into an agreement with Lucas
Properties for the rehabilitation of the former Good's Furniture Store. As a part of the
redevelopment incentives for the block, streetscape improvements are to be made to the
200 Block of North Main Street. In order to provide a consistent streetscape design for
the area, City staff is of the opinion that a design pattern book should be developed for
the entire downtown area. The streetscape plan will be useful in adapting different
streetscape environments to a common design theme and will build upon the previous
Urban Corridors Plan and Olde Towne TIF Redevelopment plan recommendations.
POTENTIAL OBJECTION: N/A.
INPUT FROM OTHER SOURCES: N/A.
STAFF REFERENCE: Any additional questions may be forwarded to Dane Bragg at j
424-2727 or dbragcr,decaturnet.or. I
BUDGET/TIME IMPLICATIONS: The professional services fee will be paid from
Planning&Economic Development(O50), Professional Services (428000).
