City staff recommends approval. 1530 N. College-NSY#200403733. Case started 12-15-04. Stuart W. Ha.rris is named as the owner on the case. House is in a severe state of deterioration all around and is standing open. Utilities have been ternunated and several changes of ownership have hindered resolution. Neighbors complain of the property drawing rats to the neighborhood and of a colony of rats in the back yard. 1529 N. Edward-NSI#200401350. Case started 4-21-04. Linda Merz and Charles Ra.ymond, named owners, lost house to mortgage company, Conseco. Severe state of deterioration inside and out. Doors standing open and most windows broken out, with large shards of glass hanging in the openings. The house has been abandoned and is the subject of numerous neighborhood complaints. 1154 N. Edward-NSI#200402571. Case started 8-31-04. Toby M. Cramer is named as the owner in the case. The house has been standing open and unsecured for an extended period of time. Severe state of deterioration all around. Utilities have been terminated. Front door and other essential items have been removed from the house. Neighbors complain of unknown persons entering at night. 1738 N. Edward-NSI#200402312. Case started 8-10-04. Daniel Banning, Sr., named as the owner in the case. Questionable ownership and whereabouts of the owner have hindered resolving I the problem.
