E., City Engineer� <br /> SUBJECT: Water Service Agreement for 2290 Hulett Lane <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing a <br /> Water Service Agreement between the City of Decatur and the property owner of 2290 Hulett <br /> Lane. <br /> BACKGROUND: <br /> In the spring of 2002 the City extended a 12 inch water main down Route 48 and Forest Crest <br /> Drive as part of a project to complete a water main interconnection on the south side of the <br /> City between Route 48 and Route 51. <br /> As is typical with these extensions, residents periodically request City water to service <br /> properties located outside the City limits. To service properties outside City limits, a Water <br /> Service Agreement must be entered into between the City and the property owner(s). <br /> The Water Service Agreement recommended herein is for a property which does not directly <br /> front onto a City main. Over the years, City staff has been approached on numerous <br /> occasions by residents who own property close to City water but are not directly adjacent to a <br /> main. With the new agreement in place, City staff has provided these properties with the <br /> opportunity to extend a water service to their properties while at the same time safeguarding <br /> the integrity of the City's water system and its record keeping ability. All properties outside <br /> the City limits are still held to the same requirements the City has in place, i.e. the cost is <br /> double the normal water billing rate, annexation is required when contiguous, and all <br /> connection fees are paid as if the property fronts a water main. <br /> POTENTIAL OBJECTIONS: There are no known objections to this <br /> resolution and agreement. <br /> INPUT FROM OTHER SOURCES: City Legal Department <br /> City Water Management Department <br />
