Mass Transit Memorandum
No. 112204-2
November 22,2004
TO: Honorable Mayor Osborne and City Council Members
FROM: Steve Ga ity Manager
Paul McC c , Mass Transit AdministratoM '
SUBJECT: IDOT Capital Assistance Grant Contract Amendment
CAP-02-792-FED, Contract No. 3264
SUMMARY Staff recommends that Council approve a Resolution to execute an
RECOMMENDATION: amended agreement with the Illinois Department of Transportation
(IDOT) extending the deadline for the capital grant from December
31, 2004, to December 31, 2007.
BACKGROUND: On February 14, 2002, the State executed a capital grant agreement
with the City and that agreement is valid through December 31,
2004, "unless the Department (IDOT), at its discretion, grants an
extension of time." Completion of this grant has been delayed by
State budget problems, and by the recent announcement that no
capital program matching funds were included in the IDOT budget.
By extending the deadline for this grant, the City would be eligible
for reimbursement of capital purchases made under this grant
through December 31, 2007. The proposed amendment would
have no effect on the amount of funds available or the types of
projects to be funded. The proposed amendment would merely
extend the deadline for procuring items specified in the IDOT
grant.
POTENTIAL There is no known or expected objection to the proposed
OBJECTION: amendment.
INPUT FROM Nicholas Haddad, Illinois Department of Transportation
OTIER SOURCES:
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME There would be no change in the budget for capital projects, and
IMPLICATIONS: the proposed amendment would not require additional staff time
or expenses.
