_
 COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2004-91
December 1, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E.,Director of Engineering & Infrastructure
Mathew C. Newell, P.E., City Enginee}-,('w(
I/
SUBJECT: Concrete Pedestrian Ramp, City Project 04-35
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for Concrete Pedestrian Ramp, City Project 04-35, to Otto Baum Company, Inc., as the
lowest, responsible bidder in the amount of $8,470.00, and that the Mayor be authorized to
execute the contract, and the City Clerk to attest.
BACKGROUND:
In October, 2004, the Economic and Urban Development Department approached City
Engineering with a request to design and oversee the construction of a permanent pedestrian
ramp within City right of way on Mill Street adjacent to 432 East Prairie Avenue in order to
provide handicapped access to the building where special need services are provided. The right
of way on the west side of Mill Street goes to the east side of the buildings, therefore allowing no
private property on which to build an access ramp. The proposed work will be paid for with
Community Development Block Grant(CDBG) funds.
The project plans and specifications were prepared by Engineering Division staff. The project
was advertised November 17, and 23, 2004, and bids were opened on December 1, 2004. The
results for the letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over(-Under)
Engineer's Estimate $ 6,000.00 ----
Otto Baum Company, Inc. $ 8.470.00 41.17 %
WASCONCO $ 9,850.00 64.17 %
