In Pursuit of Justice,
Equality and
DV lrl. Understanding
November 3, 2003
Ms. Linda Love
Neighborhood Services Department Director
City of Decatur
1 Gary K. Anderson Plaza
Decatur, IL 62523
Deax Ms. Love:
I am writing to request an allocation of HOME funds in the FY2004 Annual Action Plan
for pove's new Recovery Home.
Dove, Inc. is developing this project in conjunction with Heritage Behavioral Health
Center. The Recovery Home will provide stable housing for homeless and at-risk women
affected by chronic substance use disorders and their children. Women completing
inpatient and"halfway-house"type services often have no place to live, or the places
available to them are in negative environments. They nave no way to reunite witr,;hei:
children. As a result, they often lose custody of their children, accelerating a tailspin that
leads to more substance abuse, regular relapses and permanent homelessness.
There is a critical need for such housing. Heritage Behavioral Health Center has numerous
clients who need this project. This need has been confirmed by two local studies: the
Macon County Mental Health Board Needs Assessment and by the Homeless Council's
Gaps Analysis process, which cited a need for 160 beds of permanent supportive housing
for persons in families. This was the#1 ranked project in the 2003 Decatur/Macon County
Continuum of Care application.
The Recovery Home will offer a safe drug-and-alcohol-free environment where the women
can live with their children on a long-term basis. This allows them to stabilize their lives,
stay sober,ra.ise their own children, and enter the job market. To be located at 811-841
East Clay Street, the newly-constructed building will consist of eight family apartments,
with 2-4 bedrooms each, along with common play space, an adult meeting room, a laundry
and an office.
Dove will be the developer and owner. The project will be operated in cooperation with
Heritage Behavioral Health Center and Homeward Bound. As you know, Dove recently
Dove, Inc. • 788 E.
