Category II of the bid applies to <br />' towing of any City of Decatur owned, rented or leased vehicle which is out of service or is a <br /> seized vehicle. For example, this would include removing a wrecked city vehicle from an <br /> accident scene, towing for a vehicle auction,jump starting a city vehicle, repairing and changing <br /> flat tires, changing lamps and fuses, etc. This category also includes the storage of seized <br /> vehicles which may result in forfeitures. <br /> Category I are Police Department authority tows. This category applies to vehicles not owned or <br /> leased by the City of Decatur which are removed and/or impounded from the streets of the city <br /> under the order and direction of any City of Decatur police officer or impoundment officer. By <br /> way of example, this would include wrecked vehicles from accident scenes, removing vehicles <br /> which constitute a traffic hazard, removing vehicles that may be evidence of a crime, removing <br /> vehicles involving injury where the operator is unable to select an option, vehicles that need to be <br /> removed as a result of an arrest situation, and removing abandoned vehicles, etc. The charges <br /> incurred for this category of the contract are to be paid by the individual receiving the service. <br /> The bid of Greg's Towing Inc. does not meet City of Decatur specifications due to not being <br /> zoned properly. To be considered for auto salvage a lot must be zoned M-2, Heavy Industrial <br /> District, with a Conditional Use Permit for the operation of an Automotive Storage Yard. The <br /> lot Greg's Towing proposes to use is currently zoned M-2, but there is no conditional use permit. <br /> Greg's Towing has the option to petition the planning commission to change the zoning, <br /> however, that could take weeks to determine an outcome. <br /> The Police Department has used Prairieland Towing, Inc. in the past and they are satisfied with <br /> their performance. <br /> POTENTIAL OBJECTION: None. <br />
