Berard, Civil Engineer II � SUBJECT: Agreement with Norfolk Southern Corporation for a Water Main Crossing Permit SUMMARY RECOMMENDATION: It is recommended by staff that City Council approve the attached resolution authorizing the payment of$17,830.00 for an Occupancy Permit from Norfolk Southern Corporation. The permit is necessary for the construction of a water main extension in Southwest Decatur. BACKGROUND: City staff is proposing the construction of a water main extension to improve water pressure and increase service reliability to the Forest Crest Subdivision in Southwest Decatur. The Forest Crest Subdivision is presently supplied by a single water main. The proposed water main extension will provide looping of the water distribution system rectifying an abnormal number of water main breaks caused by surges in the distribution system. The water main will run from a 12 inch water main installed recently along State Route 48. From this point, it will extend across the state route and the Norfolk Southern Railroad and connect to a 6 inch water main at Forest Crest Drive and Alice Lane. The proposed crossing under the railroad requires an Agreement for a Pipe Occupancy Permit from Norfolk Southern. The agreement language is similar to the language used for other City utilities crossing railroad tracks at various locations. The permitting process has two phases, namely the application phase and the agreement phase. The initial phase consists in the submission of plans and specifications along with a non-refundable processing fee of $1,830.00. Upon approval of the application, a formal agreement is executed along with the transmittal of a one-time license fee of$16,000.00. POTENTIAL OBJECTION: There are no known objections to this resolution.
