Cochran for Professional Surveying Services I <br /> North Main Street between William Street and Prairie Avenue <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve the attached resolution authorizing an agreement with <br /> Phillip W. Cochran, Consulting Engineer, (PWC) to provide professional surveying services for North <br /> Main Street between William Street and Prairie Avenue. The proposed agreement is for a fee not to <br /> exceed $8,600.00. <br /> BACKGROUND: <br /> On April 5, 2004, the City Council entered into a redevelopment agreement with Lucas Properties, <br /> LLC to rehabilitate the former Good's Furniture buildings into a mixed-use facility including <br /> residential and commercial uses. As a part of the redevelopment agreement, the City is committed to <br /> rehabilitating the streetscape of the 200 Block of North Main Street, not to exceed $100,000. <br /> In order to initiate the design work necessary to the improvement process, a detailed survey must be <br /> completed. City staff requested a quote for professional surveying services from PWC to facilitate the <br /> City's design efforts. Cochran has provided design services in the past for the City, including <br /> surveying, and has performed these services well. Professional services are not generally bid out since <br /> the work items are not well defined, or not entirely known, and as such the City is essentially retaining <br /> a representative that will seek its best interest on the project. <br /> POTENTIAL OBJECTIONS: There are no known objections to this request. <br /> INPUT FROM OTHER SOURCES: Dane Bragg, Assistant City Manager <br /> Phillip W.
