Mass Transit Memorandum ', <br /> No. 102204-1 '' <br /> October 22, 2004 , <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Garman, City Manager �, <br /> Paul McChancy, Mass Transit Administrator _ � <br /> Y`''"'L` I <br /> SUBJECT: Purchase Order for Bus Stop Benches �I <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order for bus stop benches to the low bidder, Doty & 'I <br /> Sons Concrete Products, Inc. (Sycamore, IL). I <br /> BACKGROUND: Staff advertised for bids for the purchase of 18 - 6' bus stop <br /> benches, to be constructed of recycled plastic lumber backs and <br /> seats on concrete legs (frames). A formal bid opening was held on <br /> October 19, 2004. As shown on the attached Bid Tabulation, two <br /> firms submitted bids meeting the required specifications. The <br /> lowest bidder was Doty& Sons Concrete Products, Inc., with a bid <br /> of $9,469.50. The other bidder was Dawn Enterprises (Coventry, <br /> CT)with a bid of$11,209.50. <br /> Staff has examined the bids and determined that both of these bids <br /> meet the minimum specifications, and that the bids meet all of the <br /> other requirements of the bidding process. Transit has previously <br /> urchased benches from Dot & Sons and recommends them as a <br /> P Y � <br /> qualified and responsible firm. Staff finds that the lowest bidder is <br /> capable of, and competent to perform the work required. <br /> POTENTIAL No known objection to awarding the purchase order to Doty & Sons <br /> OBJECTION: Concrete Products, Inc. <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME 80% of the cost of the benches will be paid with a federal capital <br /> IMPLICATIONS: grant. The remaining 20% of the cost of the benches will be paid <br /> with a grant from the Macon County Solid Waste Management <br /> Department, under its program to support the purchase of products <br /> having recycled content. No City funds will be required. Transit <br /> will be required to supply the labor to install these benches. <br />
