COUNCIL COMMUNICATION FORM i
Engineering& Infrastructure Memorandum
NO. 2004-82
October 26, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E.,Director of Engineering & Infrastructur
Mathew C. Newell,P.E., City Engineer
Richard N. Berard, Civil Engineer II j
SUBJECT: Water Main Extension in Northeast Decatur, City Project 2001-02
Acquisition of Easements from R D. Schwarze
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution
authorizing the payment of $5,285 for the acquisition of permanent and temporary
easements from R. D. Schwarze located in Section 24, Township 17, Range 2 East of the
Third Prime Meridian in Macon County. The easements consist of a strip of land
adjacent to Hickory Point Road 2,410 feet in length totaling approximately 1.66 acres.
The above mentioned payment also includes compensation for crop damages. The
acquisition of these easements is necessary for the construction of a water main extension
project in Northeast Decatur.
BACKGROUND:
In May 2002, Strand Associates, engineering consultants, submitted a report entitled,
"Water System Master Plan". This report recommends the construction of water main
improvements towards the north and the east to reduce significant hydraulic losses in that
area. Staff is proceeding with the design of these improvements and it is necessary to
acquire easements to accommodate the construction of the proposed water main
extension. The easement agreement also provides compensation for crop damages that
will be incurred when the water main is installed.
POTENTIAL OBJECTION: There are no known objections to this
resolution and bid award.
