Berard, Civil Engineer II C.�y„Q <br /> �� <br /> SUBJECT: Lake Decatur Dam 2004 Annual Inspection <br /> SUMMARY RECOMMENDATION: <br />� It is recommended by staff that the City Council approve the attached resolution authorizing <br /> an agreement with Homer L. Chastain & Associates, LLP, (Chastain), to conduct the Lake <br /> Decatur Dam and Sediment Basin Dam 2004 Annual Inspection for a fee not to exceed <br /> $16,650. <br /> BACKGROUND: <br /> The Illinois Department of Natural Resources, Office of Water Resources, requires an annual <br /> inspection and report submittal for the Lake Decatur Dam and Sediment Basin Dam. In <br /> order to annually obtain objective professional opinions of the condition of the dam, the City <br /> has informally rotated the inspection award among several engineering firms. This year, City <br /> staff recommends awarding the contract to Homer L. Chastain &Associates, LLP. <br /> This will be the initial inspection report for the Sediment Basin Dam. The Illinois <br /> Depa.rtment of Natural Resources, the regulating authority for this facility, defines a dam as <br /> "all obstructions, walls, embankments, or barriers together with their abutments and <br /> appurtenant works, constructed for the purpose of storing or diverting water or creating a <br /> „ <br /> pool . Construction of this facility designed by Chastain was completed in 2003 as part of <br /> the Lake Decatur Dredging Project. <br /> Chastain provided an estimate of man hours that is based on their best assessment of the level <br /> of effort required to prepare the inspection report. Chastain's proposal indicated that the <br /> scope of work may vary depending on the findings of the inspection of the Sediment Basin <br /> and how detailed the reports need to be. <br />
