Berard, Civil Engineer II � <br /> SUBJECT: Water Distribution Main from the South Water Treatment Plant to <br /> Elevated Tanks, City Project 2003-23—Detailed Design Phase <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing <br /> an agreement with Bainbridge, Gee, Milanski & Associates, Inc., (BGM) to provide <br /> engineering services for the preparation of construction plans and specifications to extend a <br />' Water Distribution Main from the South Water Treatment Plant (SWTP) to Elevated Tanks <br /> for a fee not to exceed $285,000. <br /> BACKGROUND: <br /> In December 2003, Council authorized a $30,000 agreement with Bainbridge, Gee, Milanski <br /> & Associates (BGM) to provide engineering services for a route study and Project Plan to <br /> extend water distribution mains from the SWTP to the elevated Tanks. <br /> This work is needed to increase the pumping capacity of the high service pumps at the SWTP <br /> by reducing the significant pressure losses that currently occur between the SWTP and the <br /> City's elevated water tanks. The project essentially links the water tanks and the SWTP <br /> together to equalize water pressure in the City's distribution system. <br /> The preliminary construction budget is estimated at $4,580,000. City staff recommends <br /> proceeding with the next phase of the project,namely the detailed design phase. <br /> Engineering costs for projects of this magnitude and complexity are generally expected to be <br /> between 6— 10%. The requested fee of$285,000 falls within this range and is reasonable for <br /> the work product expected. <br />
