.. ,
COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#04 - 35
September 7, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisor
SUBJECT: Salt Brine Production System & Storage Tank Bid
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Koenig Body
and Equipment, Inc. to furnish one (1) 2004 Varitech SB600 salt brine production system and
storage tank.
BACKGROUND: This equipment does not replace any currently in use. The salt brine system
is used in conjunction with the anti-icing sprayer. The salt brine will be applied to the bridge
pavement in advance of a winter storm, and will provide immediate deicing when the storm
starts. According to the MSC Manager, IDOT uses this system also. It should also help reduce
overtime costs since it can be applied during normal work hours.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: MSC Manager requested the equipment and wrote the
specifications.
STAFF REFERENCE: Steve Swanson, Engineering & Infrastructure Director 424-2747, Phil
Wilhelm, MSC Manager 875-4820. Dick Borders will be at the council meeting to answer any
questions the council may have about this purchase.
BUDGET: $11,400 from the Capital Budget.
