- � . . <br /> COUNCIL COMMUNICATION FORM <br /> Decatur Fire Department Memorandum <br /> 04-12 <br /> September 7, 2004 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garm ty Manager <br /> Leslie A. , Sr:,Fire Chief �j��� <br /> SUBJECT: National Incident Mana�ement System (NIMS) <br /> SUNIMARY RECOMMENDATION: I recommend that we adopt National Incident <br /> Management System (NIMS) as its system of preparing for and responding to disaster incidents. <br /> BACKGROUND: NIMS is a system mandated by Homeland Security <br /> Presidential Directive 5 (HSPD-5) that provides a consistent nationwide approach for federal, <br /> state, local and tribal governments; the private-sector and nongovernmental organizations to <br /> work effectively and efficiently together to prepare for, respond to, and recover from domestic <br /> incidents, regardless of cause, size or complexity. To provide for interoperability and <br /> compatibility among federal, state, local and tribal capabilities, the NIlVIS includes a core set of <br /> concepts, principles, and terminology. HSPD-5 identifies these as the ICS; multiagency <br /> r in i n m • r inin • ' m m � f r r includin s stems <br /> coo d at o syste s, t a g, identification and ma age e t o esou ces ( g y <br /> for classifying types of resources); qualification and certification; and the collection, tracking, <br /> and reporting of incident information and incident resources. <br /> Under HSPD-5, the President of the United States has made the following a matter of <br /> Federal policy: <br /> "Beginning in Fiscal Year 2005, Federal departments and agencies shall make <br /> adoption of the NINIS a requirement, to the extent pernutted by law, for providing <br /> Federal preparedness assistance through grants, contracts, or other activities.
