 r
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
No. 2004-72
September 13, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, Director Engineering&Infrastructure
Matthew Newell, City EngineeriG!/
Richard Berard, Water Projects Engineer L'?
SUBJECT: Lake Decatur Dam Rehabilitation Project 2004
Upstream Face of Spillway, City Project 04-20
SUMMARY RECOMMENDATION: II
It is recommended by staff that the City Council adopt the attached Resolution authorizing an
agreement with Hanson Professional Services, Inc., to provide engineering services for the
design of repairs to the upstream face of Lake Decatur Dam for a sum not to exceed $40,000. I,
BACKGROUND: I
The City owns and operates Lake Decatur Dam located on the Sangamon River. The dam was '
constructed in 1922 to ensure a reliable source of water for the City's water treatment plants. In '
December, 2003, a marine inspection contractor, J.F. Brennan Co. performed an underwater
inspection of the upstream surfaces of the concrete spillway. The inspection report identified a
number of deteriorated areas mainly caused by freeze thaw action. While the current condition
of the dam does not pose an immediate threat to its structural integrity, it would lead to more
extensive repairs if not rehabilitated at this time.
The preparation of design drawings and specification requires the services of a qualified
engineering consultant. Four engineering firms were invited to submit proposals. Hanson
Professional Services, Inc. was chosen as the best qualified consultant from the two firms that
submitted proposals.
POTENTIAL OBJECTION: There are no known objections to this
resolution and agreement.
