SUBJECT: Agreement with the Illinois Department of Transportation Flashing Beacons at the intersection of Rt. 121 & Westlawn SUMMARY RECOMMENDATION: Staff recommends that the City Council approve the attached resolution authorizing an agreement with the Illinois Department of Transportation (IDOT) to provide flashing beacons at the intersection of Route 121 and Westlawn Avenue. BACKGROUND: Over the past three years, 14 traffic accidents have occurred at the intersection of Illinois Route 121 and Westlawn Avenue. Largely due to the fairly high speeds present on Route 121, these accidents have resulted in significant injuries. While the accident rate at the intersection does not warrant traffic signals, the Illinois Department of Transportation (IDOT) has proposed the installation of warning flashers on Route 121 in advance of the intersection. To perform the work, IDOT has requested that the City take over the maintenance of the flashers and pay the electric bill for their ongoing operation. The maintenance cost should be negligible and the estimated electrical costs should be less than $20 per month. All engineering and construction costs will be borne by the State. Staff recommends that the City Council approve the agreement with the Illinois Department of Transportation for the installation and maintenance of the warning flashers at Illinois Route 121 and Westlawn Avenue. , POTENTIAL OBJECTIONS: There are no known objections to this request.
