Mil er, AICP, Senior Planner��� <br /> SUBJECT: Amended Annexation Agreement--Decatur Foursquare Church <br /> SLT�vIMARY RECOMMENDATION: Staff recommends approval of the attached amended annexation <br /> agreement with Decatur Foursquare Church for property located at 2954 West Ash Avenue. The <br /> agreement is amended due to an incorrect legal description. <br /> BACKGROLTND: Decatur Foursquare Church has acquired property at the northeast corner of Ash <br /> Avenue and Bearsdale Road for the construction of a new church campus. The church wishes to extend <br /> City water to the new facility. In doing so, the Illinois Department of Transportation will permit the <br /> extension. of water across Interstate 72 only by tunnel boring under the pavement. The church will <br /> require a six (6) inch water main within an eighteen (18) inch concrete casing under the interstate <br /> highway. Staff proposes to participate in this project to increase the size of the water main from six (6) <br /> inches to twelve (12)inches, and to increase the size of the casing from a twelve(12) inch to a thirty (30) <br /> inch diameter. In doing so, the City will extend a twelve (12) inch water main at an additional point <br /> beyond the highway,where a future loop connection may be constructed. <br /> The City's portion of increasing the water main size will not exceed $40,000. The total cost of the <br /> project is estimated to be $100,000. The City's percenta.ge of the cost reflects only the cost associated <br /> with upgrading the size of the main and the casing. Foursquare Church will be responsible for design <br /> engineering, construction and state and local permitting for the project. The City will reimburse the <br /> developer for construction costs upon completion. <br /> POTENTIAL OBJECTIONS: No objections have been received. <br /> INPUT FROM OTHER SOURCES: The previous annexarion agreement was reviewed by the Technical <br /> Review Committee and the Water Management Department, as well as the church's legal counsel. <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at 424-2786, <br /> ki mil ler(a),decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: The City's portion of the proposed construction project will be paid <br /> from the Water Fund. <br />
