Mil er, AICP, Senior Planner�� SUBJECT: Amended Annexation Agreement--Decatur Foursquare Church SLT�vIMARY RECOMMENDATION: Staff recommends approval of the attached amended annexation agreement with Decatur Foursquare Church for property located at 2954 West Ash Avenue. The agreement is amended due to an incorrect legal description. BACKGROLTND: Decatur Foursquare Church has acquired property at the northeast corner of Ash Avenue and Bearsdale Road for the construction of a new church campus. The church wishes to extend City water to the new facility. In doing so, the Illinois Department of Transportation will permit the extension. of water across Interstate 72 only by tunnel boring under the pavement. The church will require a six (6) inch water main within an eighteen (18) inch concrete casing under the interstate highway. Staff proposes to participate in this project to increase the size of the water main from six (6) inches to twelve (12)inches, and to increase the size of the casing from a twelve(12) inch to a thirty (30) inch diameter. In doing so, the City will extend a twelve (12) inch water main at an additional point beyond the highway,where a future loop connection may be constructed. The City's portion of increasing the water main size will not exceed $40,000. The total cost of the project is estimated to be $100,000. The City's percenta.ge of the cost reflects only the cost associated with upgrading the size of the main and the casing. Foursquare Church will be responsible for design engineering, construction and state and local permitting for the project. The City will reimburse the developer for construction costs upon completion. POTENTIAL OBJECTIONS: No objections have been received. INPUT FROM OTHER SOURCES: The previous annexarion agreement was reviewed by the Technical Review Committee and the Water Management Department, as well as the church's legal counsel.
