Newell, P.E., City Engineer� <br /> SUBJECT: Storm Sewer System Investigation & Mapping, City Project 04-23 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution approving an <br /> agreement with Tele Scan, Inc., for Storm Sewer System Investigation and Mapping, City Project <br /> 04-23. The resolution authorizes the City Manager and the Director of Engineering and <br /> Infrastructure to execute an agreement with Tele Scan, Inc., for the expenditure of up to <br /> $20,000.00 for the investigation and mapping services necessary in the maintenance of the City's <br /> storm sewer system and in meeting the mandates of the National Pollutant Discharge Elimination <br /> System(NPDES)permit the City is currently operating under. <br /> BACKGROUND: <br /> On January 23, 2003, the City Council authorized a permit with the Illinois Environmental <br /> Protection Agency (IEPA) for the operation of the City's storm water collection system. The <br /> major requirements of this permit are for the City to develop storm water ordinances for <br /> construction site erosion control, non-storm water discharges, and storm water management for <br /> land development; public education and involvement; and the complete mapping of the City's <br /> storm drainage system. <br /> This proposal is to authorize an agreement with Tele Scan, Inc., to assist City staff with <br /> identifying and mapping the City's storm drains. The City maps are not currently up to date as <br /> far as the storm drain system is concerned. The construction oversight requirements placed upon <br /> the Engineering Division have not allowed adequate time for staff to complete the work required <br /> by the NPDES permit. Tele Scan is currently performing a very vital project for the City in the <br /> televising and other investigative work for the sanitary sewer system. Tele Scan's expertise and <br /> investigative ability lends itself quite well to the investigation and mapping services required for <br /> the fulfillment of the storm drain portion of the City's permit obligations. <br />
