 f
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2004 -56
July 26, 2004 !
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman., City Manager '
Stephen Swanson,P. E.,Director of Engineering& Infrastructure
Matthew C. Newell,P. E., City Engineeryvt/
SUBJECT: Agreement with Homer L. Chastain
Bridge Inspections
SUMMARY RECOMMENDATION:
Staff recommends that the City Council approve the attached resolution authorizing an
agreement with Homer L. Chastain & Associates, LLP, (Chastain) to provide a structural
inspection for five precast concrete deck beam bridges in the City. The proposed agreement is
for a fee not to exceed $7,965.00.
BACKGROUND:
Earlier this year, The Illinois Department of Transportation notified governmental entities
throughout the State that problems have been detected in precast deck beam bridges. These
bridges are strengthened with cables that have been placed under tension within the beams in
order to provide support for the structure.

It has been found in other areas of the State that the tensioned cables within these bridges can
deteriorate to the point of failure while showing few outward signs. IDOT has advised an in-
depth inspection of these bridges. The City currently maintains five of the precast deck beam
bridges in question.
The five bridges to be inspected are: Center Street over Stevens Creek; Hickory Point Road over
Stevens Creek; Hill Avenue over Spring Creek; MacArthur Road Bridge over Stevens Creek;
and South Shores Drive over Sand Creek.
Chastain has provided the City with a great deal of structural expertise over the years, especially
in regard to City bridges. Staff recommends Chastain to perform an in-depth review of the deck
beam bridges in question.
