A. Preliminary and General Items <br /> 1. Meet with Owner to clarify understanding of scope and parameters of the <br /> project. <br /> 2. Communicate with State agency and reach an understanding on design <br /> obj ectives and performance requirements. <br /> 3. Arrange for and participate in periodic informal meetings with Owner during <br /> the design phase to review progress and exchange ideas and information. A <br /> total of three meetings are anticipated prior to completion of the documents. <br /> B. Design Memorandum <br /> 1. Prepare a detailed design memorandum and preliminary drawings as required to <br /> establish agreement on scope, parameters, performance requirements, and <br /> project approach. The design memorandum will be used by the design team to <br /> establish design criteria and communicate the scope, objectives, and details of <br /> the project to Owner and regulatory agencies. The following list is an example <br /> of the items that should be covered by the design memorandum. <br /> a. General project scope and background references. <br /> b. Design criteria, including: <br /> • Plant flow rates - present and anticipated. <br /> • Minimum, ma�cimum, and average chlorine dosages. <br /> • Design objectives. <br /> • Description of proposed facilities. <br /> c. Applicable codes and standards, including fire and safety codes. <br /> d. Local building, planning, and zoning department requirements. <br /> e. Site considerations, drainage requirements, etc. <br /> £ Preliminary site plan. <br /> g. Equipment layouts. <br /> h. Preliminary process and instrumentation diagrams (P&IDs) and <br /> schematics. <br /> i. Instrumentation and control systems. <br /> j. Electrical systems. <br /> k. Structural design criteria. <br /> 1. Miscellaneous support systems. <br /> m. Security systems. <br /> n.
