2. Obtain Owner's comments on the design memorandum and preliminary <br /> drawings. Resolve any questions, revise documents if necessary, and resubmit <br /> five copies to Owner. <br /> 3. Submit the design memorandum to the state regulatory agency. <br /> 4. Update and distribute the design memorandum periodically as required during <br /> the design phase. <br /> C. Construction Contract Documents <br /> 1. Prepare detailed drawings and specifications and other contract documents for <br /> the proposed construction work and for the materials and equipment required. <br /> The documents shall be prepared for selection of private construction <br /> contractors on a competitive bid basis. <br /> 2. Prepare one contract for performance of all construction work, including <br /> equipment procurement. <br /> 3. Prepare an opinion of probable construction cost for the proposed work covered <br /> by the contract documents. <br /> 4. Review contract documents for completeness, biddability, and constructability. <br /> 5. Provide three sets of drawings and specifications to Owner for review at 50 <br /> percent and 90 percent project completion and after the contract documents are <br /> completed to the point where the final formal review processes by Owner and <br /> agencies can begin. <br /> 6. Following Owner's review of the completed contract documents, meet with <br /> Owner to obtain Owner's comments and to resolve any questions. <br /> 7. After the conference with Owner, make any necessary modifications and submit <br /> three sets of revised contract documents to State agency for review and two sets <br /> to Owner for record. <br /> 8. Attend one meeting in Springfield or Decatur, Illinois to discuss the documents ', <br /> with regulatory agency officials. �I <br /> 9.
