.
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2004 -48
July 13, 2004
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman., City Manager
Stephen Swanson, P. E.,Director of Engineering & Infrastructur
Matthew C. Newell, P. E., City Engineer,l
Doug R. Nooden, P.E., Assistant City Engineer
SUBJECT: Agreement with BGM for Professional Surveying Services
Annual Water Main Replacement, City Project 04-01
SUMMARY RECOMMENDATION:
Staff recommends that the City Council approve the attached resolution authorizing an
agreement with Bainbridge, Gee, Milanski & Associates (BGM), to provide professional
surveying services for the City's Annual Water Main Replacement, City Project 04-01. The
proposed agreement is for a fee not to exceed$13,500.00.
BACKGROUND:
Project locations: Green Street from Monroe to Main Street and Edward Street from Decatur
Street south to the cul-de-sac.
Green Street is presently served by an undersized problematic 6" water main that has exceeded
its economic life and is due for replacement.
Edward Street is presently served by an old and grossly undersized galvanized main that has
been a source of maintenance problems.
City staff requested a quote for professional surveying services from BGM to facilitate the City's
design efforts. BGM has provided design services in the past for the City, including surveying,
and has performed this service well. Professional services are not generally bid out since the
work items are not well defined, or not entirely known, and as such the City is essentially
retaining a representative that will seek its best interest on the project.
POTENTIAL OBJECTIONS: There are no known objections to this request.
