HOME Investment Partnerships Program <br /> Competitive Reallocation of CHDO Funds to Provide Permanent Housing for the <br /> Chronically Homeless <br /> General Guidelines for the Use of Award Funds <br /> - Addendum to Grant Agreement - <br /> • The awards made under this competition must be used to produce permanent <br /> rental housing units for the chronically homeless. All tenants at initial occupancy <br /> must meet HUD's definition of chronically homeless. <br /> • All of the assisted-units must be owned, developed or sponsored by eligible <br /> community housing development organizations (CHDOs). The reservation or <br /> commitment of these funds to CHDOs will not, however, count toward meeting <br /> the participating jurisdiction's minimum 15 percent CHDO set-aside requirement <br /> applicable to its regular HOME allocation. <br /> • All HOME Program regulations and other federal requirements (such as <br /> environmental rules, the Uniform Relocation Act, lead-based paint requirements, <br /> Davis-Bacon) relating to the acquisition, rehabilitation or new construction of <br /> permanent rental housing units by CHDOs, and the terms and conditions <br /> contained in the NOFA for this competition published on October 15, 2003, apply <br /> to the use of these funds. Please review these carefully as you proceed with your <br /> project(s). <br /> • The NOFA allows for up to 5 percent of the award to be used for CHDO <br /> operating expenses. However,just as is the case with CHDO set-aside funds, no <br /> award funds may be used for"administrative costs" as described in the HOME <br /> Program regulations. <br /> • Projects in which award funds are invested are set up in IDIS in the same manner <br /> as any other CHDO set-aside project. However, since IDIS cannot be <br /> reconfigured to identify these funds, in order to track performance and <br /> compliance with requirements under this award, including the 24-month <br /> reservation/commitment deadline, participating jurisdictions will be required to <br /> provide to HUD Headquarters upon request the activity number for each project <br /> in which award funds are invested. <br /> • Monitoring of these projects will be conducted as part of regular field office <br /> reviews. <br /> • Questions regarding the use of award funds or the regulations pertaining to them <br /> should be sent by email to Clifford_Taffet@hud.gov <br />
