` ,"�' <br /> MANAGEMENT SERVICES DEPARTMENT <br /> MEMORANDUM <br /> June 28, 2004 <br /> MEMO TO: Honorable Mayor and City Council Members <br /> FROM: Steve Garm n ty Manager <br /> Gerard J. er Management Services Director <br /> SUBJECT: Change of ICMA-RC Plan Coordinators <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached <br /> resolution, authorizing the Director of Management Services to act as the City of Decatur's <br /> Plan Coordinator for its Section 457 deferred compensation plan with the ICMA Retirement <br /> Corporation. <br /> BACKGROUND: The Plan Coordinator is a position required by the ICMA Retirement <br /> Corporation for the City's Section 457 defeRed compensation plan. To date, the responsibility <br /> has been assigned to the Director of Finance. Because the administration of the plan <br /> involves prima�ly payroll functions, it was agreed by Finance and Management Services that <br /> this responsibility should be shifted to the Human Resources Division within the Management <br /> Service Department, and overseen by the Director of Management Services. The former <br /> Director of Finance, Beth Couter, endorsed the change prior to her departure. The enactment <br /> of this resolution is a formality required by the IMCA Retirement Corporation to effect that <br /> change. <br /> POTENTIAL OBJECTORS: None anticipated. <br /> INPUT FROM OTHER SOURCES: Ron Neufeld, Finance Director. <br /> STAFF REFERENCE: Gerard J. Bauer, Management Senrices Director(424-2805). <br /> BUDGETITIME IMPLICATIONS: None. <br />
