ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 04-85
June 16,2004
TO: Mayor Paul Osbome and City Council Members
FROM: Steve G , City Manager
Dane C. B g Director of Economic and Urban Developmen
SUBJECT: IHPA Programmatic Agreement—Review of Historic Alterations
SI;fMMARY RECOMIVNDATION: Staff recommends approval of the atta.ched
agreement with the Illinois Historic Preservation Agency to allow internal review of
alterations to historic structures. By pemutting the City of Decatur to engage in its own
review of federally-funded projects, the following benefits will be realized:
1. the ability to discontinue reviews at the state level for projects which clearly do
not affect historic structures or districts;
2. a more efficient review timeline will be realized whereby the City can expedite
commencement of federally funded projects on its own schedule, rather than
waiting for other agencies to respond; and
3. access to professional expertise from the Illinois Historic Preservation Agency
will be made available to the City when necessary.
All reviews will be completed by Certified Staff of the City. The Senior Planner, Kathy
Miller, is a qualified Certified Staff inember and will conduct project reviews.
BACKGROUND: Federal regulations provide for the review of projects where they
may impact historic structures, historic resources, historic districts, or those areas which
may be eligible for inclusion in the National Register of Historic Places. While these
reviews are considered routine, they can take up to 30-45 days to complete due to
workload, etc., for IHPA staff. The ability to conduct reviews interna.11y greatly enhances
the City's ability to not only expedite projects, but also to utilize local control of the
redevelopment process.
POTENTIAL OBJECTION: N/A.
INPUT FROM OTHER SOURCES: The Neighborhood Programs Manager has also
reviewed the proposed agreement.
STAFF REFERENCE: Any additional questions may be forwazded to Dane Bragg at
424-2727 or dbrag(cdecaturnet.org.
BUDGET/TIME IMPLICATIONS: N/A.
