. , <br /> Mass Transit Memorandum <br /> No. 061104-1 <br /> June 11,2004 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Garman, City Manager <br /> Paul McChancy, Mass Transit Administrator �a�� <br /> SUBJECT: IDOT Contract for Mass Transit Study for FY-2005 <br /> SUMMARY Staff recommends that Council adopt a Resolution approving an <br /> RECOMMENDATION: agreement with the Illinois Department of Transportation (IDOT) <br /> for a grant to fund staff Transit planning work for FY-2005. <br /> BACKGROUND: Each year the Illinois Department of Transportation (IDOT) <br /> allocates funds for planning work to be done by transit agencies. <br /> Staff has proposed to expend up to $41,716, matched by $10,429 <br /> of City funds, for a total of$52,145. The funds would be used to <br /> finance staff work in support of the Transit System in two broad <br /> areas: analysis of how well the system performs today, and <br /> planning for the future. A list of work elements and costs is <br /> attached. All work will be performed by City staff and Transit <br /> System employees; no consultants or outside vendors will be used. <br /> This program of work elements was included in the FY 2005 <br /> Unified Transportation Planning Work Program developed and <br /> approved by the Decatur Urbanized Area Transportation Study <br /> (DUATS). <br /> POTENTIAL No known objection to this contract. <br />' OBJECTION: <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administratar <br />' BUDGET/TIME Only City staff and Transit System employees will be involved in <br /> IMPLICATIONS: this work. Since their time is already accounted for as an operating <br /> cost in the City's FY 2004-2005 budget, there is no added cost <br /> to the City. IDOT's share for this program, at 80%, is higher than <br /> their share for normal operating costs - only 55%. The time frame <br /> is the State fiscal year -July 1, 2004 through June 30, 2005. <br />
