RFO TTRF.l� F.RTIFI ATIONS The sub recipient shall be responsible for compliance with the enumerated certifications to the extent that the certifications legally apply . It is recognized that not all certifications may apply. It is the sub recipient's responsiblity to determine which certifications apply to the sub recipient. A. Bribery - The sub recipient certifies the sub recipient has not been convicted of bribery or attempting to bribe an officer or employee of the State of Illinois, nor made an admission of guilt of such conduct which is a matter of record, (30 ILCS 500/50-5). B. Bid Rigging - The sub recipient certifies that it has not been barred from contracting with a unit of the State or local government as a result of a violation of Section 33E-3 or 33E-4 of the Criminal Code of 1961, (720 ILCS 5/33E-3 or 720 ILCS 5/33E-4, respectively). C. Educational Loan -The sub recipient certifies that it is not barred from receiving State Agreements as a result of default on an education loan, (5 ILCS 385). D. International Boycott- The sub recipient certifies that neither it nor any substantially owned affiliated company is participating or shall participate in an international boycott in violation of the provisions of the U.S. Export Administration Act of 1979, (50 U.S.C. Appx. 2401 et. Seq.), or the regulations of the U. S. Department of Commerce promulgated under that Act, (15 CFR parts 730 through 774). E. Dues and Fees-The sub recipient certifies that it is not prohibited from selling goods or services to the State of Illinois or the City of Decatur because it pays dues or fees on behalf of its employees or agents, or subsidizes or otherwise reimburses them, for payment of their dues or fees to any club which unlawfully discriminates, (775 ILCS 25/1, 25/2). F. Clean Air Act and Clean Water Act-The sub recipient certifies that it is in compliance with all applicable standards, orders or regulations issued pursuant to the Clean Air Act, (42 U.S.C. 7401 et seq) and the Federal Water Pollution Control Act, as amended, (33 U.S.C. 1251 et. Seq.). G. Drug Free Work Place- The sub recipient certifies that neither it nor its employees shall engage in the unlawful manufacture, distribution, dispensation, possession, or use of a controlled substance in the performance of this Agreement and that the sub recipient is in compliance with all provisions of the Illinois Drug Free Workplace Act, (30 ILCS 580/3 or 580/4).
