DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2004 — 10
June 02, 2004
TO: Honorable Mayor Paul Osborne and City Council
FROM: Steve Garman, City Manager
John A. Smith,Assistant City Manager for Public Services
John W. Couter, Corporation Counsel
Keith D. Alexander, Director of Water Management
SUBJECT: Long Creek Township Water Agreement
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing approval of a Water Agreement with Long
Creek Township.
BACKGROUND:
Long Creek Township and the City of Decatur have entered into water agreements for the past
several years. The current agreement expired in 2002, and both parties agreed to continue the
terms of that agreement until a new agreement was negotiated. The proposed Agreement is
similar to past agreements, and includes these main points:
• The Agreement has a 5 year term to assist Long Creek and the City plan for future
growth.
• The City is to construct a water main to the Sheperds Hill subdivision, located on South
Franklin Street, by October l, 2005; otherwise Long Creek may supply the subdivision
with water.
• Current water customers of Long Creek and the City are not impacted by the Agreement.
The Agreement includes Exhibit A and Exhibit B, which are identified on a large map (3' X 4' in
size). This size was necessary to identify the entire water service boundary between Long Creek
and the City. Due to the large size, individual copies have not been provided to the City
Council. If Council members would like to review the map, the City Clerk will have a copy
available prior to the start of the June 7 Council meeting.
POTENTIAL OBJECTION:
None foreseen.
INPUT FROM OTHER SOURCES:
Long Creek Township. I
