 e
Anticipated Results: To provide credit counseling, financial planning and public seminars
making approximately 50 families financially capable of home
Ownership.
Rationale: Programs that prepare persons for homeownership provides opportunity to
increase the number of home owners in the community. An increase in
home owners in the community will help with the stabilization of
neighborhoods. The counseling process is one tool used to accomplish
this. Approximately 20 percent of applicants applying for mortgage
assistance programs actually close on a single family home. Some persons
that apply have credit or other financial problems preventing them from
being considered eligible for financing. With appropriate support, a larger
percentage of persons could achieve home ownership. Decatur now has
two agencies, Consumer Credit Counseling (CCC) and Community
Investment Corporation of Decatur(CICD), which are HUD-Certified for
home buyer counseling and provide home buyer counseling services.
HOME OWNERSHIPlCOUNSELING PROGRAMS
Pro ram A enc /Fundin Source Allocation
CICD Homebuyer Counseling Program(50+ CICD $15,000
households) HUD $31,573
Consumer Credit Counseling Service of Central Nat'1 Foundation for Credit
Illinois (200 households) Counseling Funds $24,172.
Predatory Lendin Grant $6,766.
Total $77,511
Homeownership Priority 3: Improve existing housing conditions for low/moderate
income homeowners.
Anticipated Results: Rehabilitate or improve 10 units of owner occupied housing within
taxgeted areas in the Olde Towne Redevelopment Area and adjacent to the
Neaz North Redevelopment Area over the next twelve months. Assist
approximately 32 additional households with roof and porch repairs, using
DCDF funds and CDBG funds. Assist 10 households with emergency
housing needs and 190 households with weatherization improvements.
Rationale: The costs of maintaining housing have grown. Elderly and low/moderate
income individuals are often challenged with the ability to absorb those
costs. As a result, housing deterioration and declining stock is occurring.
Programs targeted to this priority group will prevent further decline of the
housing stock, support crime prevention, energy efficiency, and assist
households with emergency housing needs that they cannot afford.
Targeting the City's CDBG and HOME-funded housing rehabilitation
programs will provide a more visible and productive effect on
neighborhoods being revitalized through other programs (the Near North
8
